How can someone who is notorious for breaking the rules set and implement THE rules?

I'm working on the house rules for the staff house. Shiet! How can I enforce people to not smoke, not drink, not bring in visitors, keep their area clean and tidy, turn off the TV by 1AM and minimize noise when I'm pretty certain I MYSELF couldn't?!

This is sooo effin' hard and it'll only get harder if I don't grow up. Discipline and responsibility, Floi. With great power comes great responsibilities. Words of wisdom from an effin' comic character which makes plenty of sense.
